How to communicate effectively

                   I  have learned English for about 7 years. but, I have a problem with communication in English with foreign teachers and my friends. I have a problem with the English vocabulary, formal and informal. We ought to understand English in various situation. However, I am still poor in communication could you suggest me how to communicate more effectively?
